Iedzīvotāju viedoklis par Rīgas attīstības plānu (2006-2018) tā izstrādāšanas procesā

Abstract

Maģistra darba “Iedzīvotāju viedoklis par Rīgas attīstības plānu 2006.-2018. tā izstrādāšanas procesā” autore – Latvijas Universitātes Ģeogrāfijas un Zemes zinātņu fakultātes Vides zinātnes maģistra programmas 2.kursa studente Aija Sapožņikova, maģistra darba vadītājs – Dr.ģeogr.prof.Oļģerts Nikodemus. Darba pētnieciskais mērķis ir izpētīt iedzīvotāju iesaistīšanas paņēmienus un noskaidrot viņu izteikto viedokļu maiņas Rīgas attīstības plāna 2006.-2018.izstrādāšanas procesā. Pētījumā autore balstās uz Orhūsas konvenciju, Latvijas Reblikas Satversmi un likumdošanu, aplūkojot tuvāk tādus jēdzienu kā sabiedrības līdzdalība lēmu pieņemšanā un tiesības saņemt informāciju. Savukārt pētījuma teorētisko bāzi veido tādu cilvēka psiholoģijas pētnieku kā Docenko, Olšanska, Cialdīni, Reņģes, Maiersa, Gegena un Blummera teorētiskās nostādnes. Pētījumā autore izmanto 2005.gadā pieejamos Rīgas domes Attīstības departamenta dokumentus un uzskates materiālus, iedzīvotāju iesniegumus un preses publikācijas. Maģistra darbs sastāv no četrām nodaļām – teorētiskās pētījuma daļas, pētījuma metodoloģijas apraksta, Rīgas attīstības plāna 2006.-2018. izstrādāšanas procesa apraksta un konfliktsituāciju analīzes piemēriem. Pētījuma prakstiskajā daļā autore veic divu respondentu grupu – ģimens dārziņu nomnieku un Kundziņsalas iedzīvotāju aptauju, ar mērķi izzināt viņu viedokļus par Rīgas attīstības plānu 2006.-2018., kā arī attieksmes par notiekošajiem procesiem. Vēl autore veic divas daļēji strukturētās intervijas ar ekspertiem. Paralēli tiek izmantotas gan kvantitatīvās, gan kvalitatīvās pētniecības metodes. Pētījuma rezultātā autore izdara secinājumus atbilstoši tēmas aktualitātei.

The author of Master thesis “Inhabitants Opinion about Riga Development Plan 2006-2018 During The Framing Process” – Aija Sapožņikova, Master program student in environment sncience at the faculty of Geography and earth science of the University of Latvia. The supervisor – Dr.geogr.prof.Mr.Oļģerts Nikodemus. The aim of the research is to investigate inhabitants involving methods and their opinion changes during the framing process of Riga Development Plan 2006-2018. The legislation of the research is based on the Aarhus Convention, the Constituion of the Republic of Latvia and other legislation, pointing out thesis about society participation and information rights. The theoretical foundations for the Master are based on such psyhology scientists theories as Docenko, Olshanskis, Cialdini, Reņģe, Mayer, Gegen and Blummer. There are analysed different documents, materials and applications (2005), concernig Riga city council Development department, and different press publications. The Master includes four chapters – the theoretical chapter, the metodology, description if the framing process of Riga Development Plan 2006-2018 and conflict situation analyses. The practical part of the research is based on interviewing and public opinion poll. There are used together qualiative and quantitative metodology in the research. In the result of the research the author comes to conclusions accordingly the current problem.
