Kopienu rīcībspēja lauku attīstībā Latvijā

Abstract

Promocijas darba mērķis ir izstrādāt kopienu rīcībspējas analīzes teorētisko modeli, raksturot kopienu rīcībspēju un iesaisti lauku attīstībā Latvijā. Teorētiskais ietvars balstās uz atziņām par lauku attīstības teorētiskajiem modeļiem, kopienu iesaisti vietējās attīstības procesos, kopienu rīcībspēju un par prakses kopienām. Rīcībspējas analīzes modelis aprobēts, veicot gadījuma izpēti Riebiņu, Rundāles un Strenču novados. Pētījumā tiek secināts, ka lauku kopienu rīcībspēja ir ļoti atkarīga no ārējiem resursiem, to ietekmē gan ārējie, gan iekšējie faktori. Iniciatīvas, ko realizē prakses kopienas laukos, lielākoties saistītas ar sociālo un kultūras jomu, kopienu ekonomiskā rīcībspēja ir vāja. Izstrādātais kopienu rīcībspējas analīzes modelis ir aprakstošs un noderīgs longitudināliem pētījumiem, lai izvērtētu pārmaiņas dažādās kopienu rīcībspējas dimensijās. The aim of the thesis is to develop a theoretical model for the analysis of capability in rural communities, to characterise capability and involvement of communities in rural development in Latvia. The theoretical framework is based on the analysis of theoretical models of rural development, community involvement in rural development, the theory of communities of practice (CoP) and community capability. The model was approbated during the case study in three rural municipalities: Riebiņi, Rundāle and Strenči. It is concluded that capability of rural communities is affected by internal and external factors such as external resources. CoPs in rural areas mostly realize social and cultural initiatives; economic capability of rural communities is rather weak. The model for the analysis of community capability is descriptive and useful for longitudinal studies in order to evaluate community capability in its dimensions.
