Abstract

Darba tēma: 2009.gada administratīvi teritoriālās reformas izvērtējums. Pētāmā problēma: Administratīvi teritoriālajai reformai trūkst ieviešanas procesa izvērtējuma. Mērķis: novērtēt, 2010.gadā noslēgušās administratīvi teritoriālās reformas ieviešanas procesa veiksmīgumu. Uzdevumi: literatūras analīze par reformu ieviešanas procesu, administratīvi teritoriālās reformas procesa izsekošana un analīze, ieviešanas procesa izvērtēšana. Teorētiskā daļa analizēts ieviešanas procesa, tā modeļi un veiksmīgas ieviešanas kritēriji. Izmantotās metodes: dokumentu analīze un procesa izsekošana. Secinājumi: administratīvi teritoriālās reformas ieviešanas process nav bijis veiksmīgs, galvenie šķērsli bija atbalsta un finansējuma trūkums.

The theme: Evaluation of 2009 administrative teritorial reform. The problem: the administrative territorial reform lacks evaluation of the implementation process. The aim: to evaluate, whether the implementation process of administrative territorial reform in year 2009 was successful. Tasks: literature analysis about the implementation process. Trace and analize the process of administrative territorial reform. Find whether the reform was successful. Theoretical part consist of the research of the implementation process, main theories and successful implementation criterias. Document analyse and process tracking methodologies were used. Conclusions: the administrative territorial reform process was not successful. Main reasons of it are lack of support and funding.
