Administratīvi teritoriālās reformas un to ietekme uz Limbažu, Salacgrīvas un Alojas novadu attīstību

Abstract

Maģistra darba "Administratīvi teritoriālās reformas un to ietekme uz Limbažu, Salacgrīvas un Alojas novadu attīstību" mērķis ir izvērtēt Administratīvi teritoriālās reformas un to ietekmi uz Limbažu, Salacgrīvas un Alojas novadu attīstību un sagatavot ieteikumus par novadu teritoriju attīstību pēc 2021. gada Administratīvi teritoriālās reformas. Tā kā Limbažu, Salacgrīvas un Alojas novadi ir atšķirīgi pēc lieluma un to ģeogrāfiskais novietojums ir saistīts ar saimnieciskām īpatnībām, izvērtējot iepriekš minēto novadu attīstību, var spriest arī par citu Latvijas novadu attīstību un apvienošanas iespējamajiem rezultātiem. Maģistra darbā izvērtētas 2009.gada un 2021.gada Administratīvi teritoriālās reformas Latvijā, salīdzinot tās ar citu Eiropas valstu pieredzi. Darbā izvērtēta un salīdzināta Limbažu, Salacgrīvas un Alojas novadu teritoriju attīstība pēc 2009. gada Administratīvi teritoriālās reformas, kuras rezultātā novadi tika izveidoti. Salīdzināti un izvērtēti sociāldemogrāfiskie un sociālekonomiskie procesi, kā arī izvērtēta novadu pašvaldību pārvaldība. Pētīti Limbažu, Salacgrīvas un Alojas novadu iedzīvotāju viedokļi par pašvaldību pārvaldību un 2021. gada Administratīvi teritoriālās reformas iespējamo ietekmi uz novadu teritoriju attīstību. Pamatojoties uz pētījuma rezultātiem sagatavoti ieteikumi par Limbažu Salacgrīvas un Alojas novadu teritoriju attīstību pēc 2021. gada Administratīvi teritoriālās reformas.

The aim of the master's thesis "Administrative territorial reforms and their impact on the development of Limbaži, Salacgrīva and Aloja counties" is to evaluate Administrative territorial reforms and their impact on the development of Limbaži, Salacgrīva and Aloja counties and to prepare recommendations on the development of counties after 2021. As Limbaži, Salacgrīva and Aloja counties are different in size and their geographical location is related to economic peculiarities, when evaluating the development of the above-mentioned counties, it is also possible to judge the possible results of merging other Latvian counties. The Master's thesis evaluates the Administrative territorial reforms of Latvia in 2009 and 2021, comparing them with the experience of other European countries. The work evaluates and compares the development of the territories of Limbaži, Salacgrīva and Aloja districts after the 2009 Administrative territorial reform, as a result of which the districts were established. Socio-demographic and socio-economic processes have been compared and evaluated, as well as the management of local governments has been evaluated. The opinions of the residents of Limbaži, Salacgrīva and Aloja counties on the management of local governments and the possible impact of the Administrative territorial reform of 2021 on the development of the territories of the counties have been studied. Based on the results of the research, recommendations on the development of the territories of Limbaži Salacgrīva and Aloja counties after the 2021 Administrative territorial reform have been prepared.
