Ķīnas ārpolitika pret Krieviju kopš Ukrainas kara sākuma

Abstract

Maģistra darba tēma ir “Krievijas ārpolitika pret Krieviju kopš Ukrainas kara sākuma”. Darba mērķis ir izpētīt Ķīnas ārpolitiku pret Krieviju kopš Ukrainas kara sākuma, tādā veidā mēģinot rast skaidrojumu Ķīnas, nosacīti, neitrālajai pozīcijai. Ārpolitikas izpētei tiek izmantoti neoklasiskā reālisma skolas autoru Norina Ripsmana, Džefrija Taliafero un Stīvena Lobela izstrādātie četri mainīgie – līderu tēla izpēte, valsts stratēģiskās kultūras izpēte, valsts un sabiedrības attiecību izpēte un iekšējo institūciju ietekmes izpēte, pēc kuriem ir iespējams skaidrot valstu ārpolitiku. Darba empīriskajā daļā tiek aplūkota visu četru mainīgo ietekme Ķīnas ārpolitikas veidošanā. Lai izsecinātu galvenos ārpolitikas veidotājus, uzmanība tiek pievērsta Ķīnas politiskajai sistēmai un tās darbībai kopumā, kā arī Sji Dzjiņpiņa personībai. Stratēģiskās kultūras izpētei tiek aplūkota Konfūcisma un reālpolitikas, kā arī komunistiskās ideoloģijas ietekme uz Ķīnas vērtībām. Tiek pētīta arī Kultūras revolūcijas un Tjaņaņmeņas laukuma grautiņu ietekme uz varas noturēšanas mehānismu pielietojumu mūsdienās, kas veido valsts un sabiedrības attiecības. Šie aspekti tiek apkopoti Ķīnas ārpolitikas pret Krieviju skaidrošanai. Darbā secināts, ka izvērtējot Ķīnas ārpolitiku pret Krieviju kopš Ukrainas kara sākuma, no visiem četriem mainīgajiem atbilstoša nav tikai institūciju ietekmes izvērtēšana, jo šobrīd tāda ir ļoti maza vai praktiski neeksistē. Savukārt galvenie iemesli Ķīnas ārpolitikai ir konfūcisma un personības ietekme uz Sji Dzjiņpiņa vērtībām, viņa centieni noturēt Ķīnas Komunistiskās partijas varas pozīcijas, kā arī ASV un Rietumu saknciju riski.

The topic of this master’s thesis is “China’s foreign policy towards Russia since the start of the Ukraine war”. The aim of the thesis is to research China’s foreign policy towards Russia since the start of the Ukraine in order to find an explanation for China’s “neutral” position. For the purpose of this research the foreign policy is analyzed by using neoclassical realism author Norrin M. Ripsman, Jeffrey W. Taliaferro and Steven E. Lobell’s concept of four intervening variables – leader image, strategic culture, state-society relations and domestic institutions, which are used to explain state foreign policy. The empirical part consists of the research on the impacts of these four intervening variables in China’s foreign policy. In order to find the major foreign policy making actors, attention is brought towards China’s political system as a whole and the way it works, as well as Xi Jinping’s personality. Strategic culture is researched by looking at the impacts of Confucianism and realpolitik, and also communist ideology. The research is done also on the Cultural revolution, Tiananmen square massacre impact on power retention mechanism usage nowadays, which creates state-government relations. These aspects are combined to explain China’s foreign policy towards Russia. The author concludes that from the research of China’s foreign policy towards Russia since the start of the Ukraine war, only domestic institution intervening variable is not applicable to explain this foreign policy due to the fact that it is very low or non existent. On the other hand the biggest reasons for China’s foreign policy are impacts of Confucianism and personality traits on Xi Jinping’s values, his attempts to retain the power positions of the Chinese Communist Party, as well as risks of the U.S and the West sanctions.
