Klimata pārmaiņu pārvaldības uztvere Iecavas pilsētā un pagastā

Abstract

Maģistra darba “Klimata pārmaiņu pārvaldības uztvere Iecavas pilsētā un pagastā” mērķis ir novērtēt, kā Latvijas mazpilsētas, konkrēti Iecavas pilsētas un pagasta, vietējā kopiena uztver klimata pārmaiņas un to pārvaldības pasākumus, kādi faktori un kā pārvaldības pasākumu uzraudzība potenciāli ietekmē uztveri. Darbā analizētas dažāda līmeņa plānošanas dokumentu uzraudzības programmas un veikta iedzīvotāju aptauja. Galvenie dokumentu analīzes rezultāti parāda, ka plānošanas dokumentos trūkst radītāju, kas mēra klimata pārmaiņu un to pārvaldības ietekmi uz sabiedrību un sabiedriskā monitoringa rādītāju. Aptaujas rezultāti liecina, ka ir vidēji stipra saistība starp pieredzēm ar klimata pārmaiņu sekām un rīcībām. Dažādiem psiholoģiskiem un socio-politiskiem faktoriem ir ietekme uz klimata pārmaiņu un to pārvaldības uztveri. Klimata pārmaiņu pārvaldībā būtu jāintegrē patēriņa pārvaldības pasākumi. The aim of the master thesis "Perceptions of Climate Change Governance in Iecava town and parish" is to understand how local communities in small towns in Latvia, in this case Iecava town and parish, perceive climate change and its governance, what factors influence perceptions, and how monitoring of governance measures potentially influence these perceptions.. The work is based on an analysis of the monitoring programmes of the different levels of planning documents and a survey of residents. The main results of the document analysis show that planning documents lack indicators that measure the impact of climate change and its management on the community and public monitoring indicators. The survey results show that there is a moderately strong correlation between experiences with climate change impacts and governance actions. Different psychological and socio-political factors have an impact on the perception of climate change and its governance. Climate change governance should integrate consumption management measures.
