Latvijas sociālās drošības sistēmas atbilstība aizbildņu vajadzībām saistībā ar viņu pienākumu izpildi

Abstract

Bakalaura darbs “Latvijas sociālās drošības sistēmas atbilstība aizbildņu vajadzībām saistībā ar viņu pienākumu izpildi” tika izstrādāts ar mērķi izpētīt, kā Latvijas sociālā drošības sistēmas sniegtais atbalsts atbilst aizbildņu vajadzībām un veicina viņu spēju pildīt aizbildnības pienākumus bērna labklājības nodrošināšanā, analizējot šo atbilstību spēka perspektīvas skatījumā. Darba teorētiskajā ietvarā izmantota spēka perspektīva, kas uzsver indivīda stiprās puses, potenciālu un ārējo resursu nozīmi, atbalsta pielāgošanu cilvēka vajadzībām, veicinot personīgo izaugsmi un līdzdalību. Darba teorētiskajā daļā tiek apskatīta aizbildnības nozīme ārpusģimenes aprūpes sistēmā, sniegts pārskats par Latvijas sociālās drošības sistēmu un tās pieejamo atbalstu aizbildņiem. Empīriskajā daļā veikta jauktās metodes izpēte, iekļaujot aizbildņu aptauju un intervijas ar jomas speciālistiem. Pētījuma rezultāti atklāj, kā valsts atbalsts veicina aizbildņu spēju nodrošināt bērna labklājību, vienlaikus identificējot sistēmiskās nepilnības un uzlabojumu iespējas spēka perspektīvas skatījumā. Darbā izvirzīti secinājumi un priekšlikumi Latvijas sociālās drošības sistēmas pilnveidei, lai veicinātu aizbildņu kapacitāti un bērna labklājības ilgtspējīgu nodrošināšanu.

The bachelor thesis "Compliance of the Latvian social security system with the needs of guardians in relation to the fulfillment of their duties" was developed with the aim to examine how the support provided by the Latvian social security system meets the needs of guardians and contributes to their ability to fulfil their guardianship duties in ensuring the welfare of the child, analysing this adequacy from a power perspective. The theoretical framework of the thesis uses the strength perspective, which emphasises the strengths, potentials and external resources of the individual, and the importance of tailoring support to the needs of the person, promoting personal growth and empowerment. The theoretical part of the thesis examines the role of guardianship in the out-of-family care system, provides an overview of the Latvian social security system and the support available to guardians. The empirical part is a mixed-method study, including a survey of guardians and interviews with professionals in the field. The results reveal how state support contributes to the ability of guardians to ensure the well-being of the child, while identifying systemic gaps and opportunities for improvement from a strength perspective. The paper draws conclusions and puts forward proposals for improving Latvia's social security system in order to enhance the capacity of guardians and the sustainable provision of child welfare.
