Abstract
While performing their functions, state institutions both create and accumulate considerable amount of information, which traces its actions and explains decisions and measures adopted as a consequence of those. It is widely accepted that a democratic state requires openness as one of its safeguards – a prerequisite of full – fledged participation of every citizen in the processes of governance. Apart form serving a popular public interests, access to governmental information is in addition a powerful source of argument for an individual in its relations with the state.
