Bakalaura darba mērķis ir pētīt 2021. gada administratīvi teritoriālās reformas pieņemšanas problemātiku, analizējot sagatavošanos reformai, tās pieņemšanu Saeimā, kā arī tās apstrīdēšanu Satversmes tiesā. Lai sasniegtu darba mērķi, autors pēta un analizē priekšnosacījumus iepriekšējās reformas turpināšanas nepieciešamībai, pašvaldību attieksmi pret jauno reformu, likumdošanas īpatnības reformas laikā, kā arī Satversmes tiesas atziņas un likumdevēja rīcību, nodrošinot Satversmes tiesas lēmumu izpildi. Bakalaura darba noslēgumā autors izvirza secinājumus par priekšnoteikumiem, kas nākotnē varētu atvieglot reformu pieņemšanas un īstenošanas procesu. The aim of the bachelor's thesis is to study the problems of the adoption of the administrative-territorial reform of 2021, analyzing the preparation for the reform, its adoption in the Saeima, as well as its contestation in the Constitutional Court. In order to achieve the aim of the work, the author researches and analyzes the preconditions for the need to continue the previous reform, the attitude of local governments towards the new reform, the peculiarities of legislation during the reform, as well as the Constitutional Court judgments and the actions of the legislator to ensure the enforcement of judgments. At the end of the bachelor's thesis, the author draws conclusions about the preconditions that could facilitate the process of adopting and implementing reforms in the future.
