Abstract

Darba tēma: Latvijas Sporta politikas problēmas un attīstības perspektīvas. Atslēgvārdi: rīcībpolitika; rīcībpolitikas īstenošana; sporta politika; sporta politikas modelis. Darbā izskatītas sporta politikas problēmas un attīstības perspektīvas Latvijas Republikā, akcentējot sporta lomu sabiedrības dzīvē. Teorētiskajā daļā tiek izskatīti rīcībpolitikas posmi, dots raksturojums pamatposmiem un konkrēti izskatīti rīcībpolitikas īstenošanas posmi. Sniegta Latvijas Sporta politikas esošā stāvokļa analīze un izskatītas aktuālas problēmas, ka arī problēmu risināšanas variantus. Aplūkoti sporta politikas attīstībai nepieciešamie priekšnoteikumi, kā arī dažādas pieejas sporta jomas tālākai attīstībai. Izskatīti sporta politikas realizēšanas modeļi un koncepcijas, attiecības starp valsti un aktoriem sporta jomā. Vienotās sporta politikas ietvaros, kur no vienas puses ir valsts, bet no otrās puses ir aktori, iespējama dažādu veidu efektīva sadarbība sporta jomas attīstībā. Izklāstītas no rīcībpolitikas izrietošās nozares, attīstības problēmas nākotnē, un piedāvātas jaunas attīstības pieejas, kā arī svarīgāko jautājumu risinājums.

The paper examines the problems of sports policy and development perspectives in the Republic of Latvia, emphasizing the role of sports in the life of society. In the theoretical part, the stages of the policy are examined, the basic stages are described and the stages of the implementation of the policy are specifically examined. An analysis of the current state of Latvia's sports policy was provided and current problems were examined, as well as options for solving the problems. The necessary prerequisites for the development of sports policy, as well as various approaches to the further development of the sports field, are considered. Models and concepts of sports policy implementation, relations between the state and actors in the field of sports are considered. Within the framework of the unified sports policy, where the state is on one side, and the actors are on the other side, various types of effective cooperation in the development of the sports field are possible. The sectors resulting from the policy are outlined, development problems in the future, and new development approaches are proposed, as well as solutions to the most important issues.
